Frantz Ward is pleased to announce that Mia L. Garcia, Andrew M. Hanna, Meghan C. Lewallen, Bradley N. Ouambo, and Jonathan M. Scandling have been elevated to Partner, effective Thursday, January 1, 2026.
Mia assists clients with navigating the nuances of cannabis regulation, licensing, and operational issues. She represents operators in the medical and adult-use cannabis markets and the hemp industry, supporting license acquisition, regulatory dispute resolution, zoning and municipal law, and mergers and acquisitions. She has recently shared insights with the National Business Institute, Northeast Ohio Municipal Judges Association, Cannabis Business Times, and via Frantz Ward’s Labor & Employment Seminar and Shoveling Smoke Podcast.
An active member of the community, Mia has been recognized on Crain’s Cleveland Business’ “Twenty in Their 20s” list and was selected to participate in the Cleveland Foundation’s Foundations for Philanthropy program in 2021 as well as the Cleveland Leadership Center’s OnBoard program in 2019. She earned her J.D., cum laude, with a concentration in Business Law from Case Western Reserve University School of Law in 2017.
Drew’s practice consists of representing construction owners, managers, contractors, design professionals, and surety companies among other construction professionals in all aspects of the commercial construction process from inception through completion. He has also advised clients concerning real estate law, community association law, non-profit corporate law, and bankruptcy claims. Drew is a co-author of LexisNexis’ 2025 publication of Ohio Construction Law and Practice and contributes insights to Properties Magazine and Frantz Ward’s On the Level and Labor & Employment Law Navigator blogs.
He is currently taking part in the Ohio Contractors Association Future Leaders Forum, Class of 2025 – 2026 and was selected to participate in Cleveland Leadership Center’s OnBoard program in 2022. Drew earned his J.D. from Cleveland State University College of Law in 2016.
Meghan is an experienced litigator with over 10 years of civil litigation and trial experience across state and federal courts, helping individuals and entities of all sizes navigate disputes and representing companies nationwide with general business litigation, transportation law, real estate brokerage defense, and employment litigation claims. She began her career serving the plaintiffs’ bar which she utilizes to provide a unique perspective and distinct advantage in identifying and analyzing risks, as well as developing strategic solutions for her clients. Meghan contributes insights to ALFA International’s Transportation Practice Group Regional Seminars and Frantz Ward’s litigation blog.
She is a 2023 Ladder Down Cleveland alumna, served on the organization’s Executive Committee in 2024, and was appointed Co-Chair of the Executive Committee in 2025. Meghan earned her J.D., cum laude, from Cleveland State University College of Law in 2013.
Brad focuses his practice on construction law and related litigation, offering tailored guidance and strategic representation to clients. He has experience in contract review and handling complex disputes across industries, including construction, transportation, and real estate. Brad is well-versed in managing all stages of litigation, from complaints through depositions, settlements, and trials, providing comprehensive support to his clients. He is a co-author of LexisNexis’ 2025 publication of Ohio Construction Law and Practice and has recently shared insights in the Lorain County Bar Association’s Annual Real Estate Law Seminar.
Brad was named to Crain’s Cleveland Business’ “Twenty in Their 20s” list in 2021 and currently serves as Head Coach of Case Western Reserve University’s undergraduate mock trial program as well as coaches the university’s School of Law Ault Mock Trial Team. Brad also chairs Frantz Ward’s DEI Committee. He earned his J.D. from Case Western Reserve University School of Law in 2017.
Jon represents management across all areas of labor and employment law, handling issues regarding employment discrimination, retaliation, harassment, and wage and hour disputes, including class and collective actions, in both state and federal courts and before administrative agencies. He also conducts arbitrations and collective bargaining negotiations before the National Labor Relations Board, has extensive experience in public sector labor, and provides counseling and training on a wide range of human resources issues. He contributes insights to Frantz Ward’s Labor & Employment Law Navigator, On the Level, and cannabis law blogs as well as the firm’s Labor & Employment Seminar.
Jon has served as secretary of the Cleveland Employment Inn of Court since 2024 and was selected to participate in Cleveland Leadership Center’s OnBoard program in 2020. He earned his J.D. from The Ohio State University Moritz College of Law in 2015.
