Ohio Announces Reopening Plans for Personal Services, Restaurants and Bars

On May 7, 2020, Governor DeWine announced that "Personal Services" (hair salons, day spas, nail salons, barbershops & tanning facilities) could reopen Friday, May 15, and that "Restaurants & Bars" could reopen for outdoor dining on May 15 and indoor dining on May 21.  Here are some highlights for the guidelines that will apply to customers and employees at these businesses once when they reopen:

Barbershops and Salons:
  • Employees should observe 6 feet of social distancing when possible.
  • Physical barriers will need to be installed indoors if 6 feet of social distancing can't be observed.
  • Customers should be encouraged to make appointments and wait in cars instead of congregating at the entrance.
  • Walk-in customers should be alone (unless they have a child or caregiver with them).
  • Employees will be required to wear masks unless an exception applies.
  • Customers can be asked to wear masks (this is up to each business to determine).
  • Chairs and equipment should be cleaned before and after each use.
Restaurants and Bars:
  • Employees should observe 6 feet of social distancing when possible.
  • Physical barriers will need to be installed indoors if 6 feet of social distancing can't be observed, but a high back booth is considered a barrier.
  • No parties of more than 10 people (i.e., those coming in together) will be permitted.
  • Total occupancy is presumed at 50% of fire code limit.
  • Customers should be encouraged to make reservations and wait in cars instead of congregating at the entrance.
  • Front of house employees will be required to wear masks.
  • Customers can be asked to wear a mask (this is up to each business to determine).
  • Open congregating areas (e.g., dance floor) remain closed for congregating use, unless they can be used with social distancing (e.g., add tables to the area, with 6 feet of separation between customers).
  • Common self-serve items must be removed from the tables (ketchup bottles, salt & pepper); single serve items should be used instead.
The detailed guidelines dealing with mandatory and recommended practices for employees, customers, and physical spaces in bars and restaurants are linked here, and the guidelines for personal services are linked here. Note that these guidelines could be revised -- the Governor has issued updates and revisions to other guidelines previously issued for the reopening of offices, manufacturing facilities and other workplaces.
